After graduating in 2024, Clifton returned to Charles County with his B.S in Information Technology, a Graduate Certificate in Cyber Technology and soon to graduate with a M.S in Cyber Security Operations from the University of Maryland Global Campus.

<h2 style="text-align: center;">Life-long Charles County resident</h2>In 2007, Clifton’s mother recognized the importance of exposing him early to the growing world of computing and robotics. Knowing those opportunities were limited locally, she sought out programs beyond Charles County that could nurture his potential. It was at a STEM camp in Virginia where Clifton’s passion for technology and problem-solving first took shape.That foundation led Clifton to pursue dual-enrollment coursework at CSM and graduate from North Point High School with cybersecurity certifications, including CompTIA A+ and Security+, as well as obtain a security clearance. Determined to continue building skills that serve both innovation and public trust, he enrolled at Towson University in 2020, drawn by its designation as an NSA Center of Cyber Excellence.

He addressed racial abuse in the classroom, secured thousands of dollars in permanent funding for the University Writing Center, facilitated the disbursement of more than $500,000 in student fees to support student-led organizations, and helped confront the student mental health crisis by changing university policy to allow excused absences for mental wellness days. In recognition of his leadership and dedication, Clifton received the Senator of the Year Award and the SGA Commitment Award.&nbsp;In 2023, Clifton was elected Vice President of Undergraduate Affairs for the University System of Maryland Student Council, representing 12 institutions and more than 100,000 undergraduate students statewide. In this role, he listened to student concerns across Maryland and advocated for policies that elevated student voices at the system level. Clifton’s record reflects a consistent commitment to listening, leading, and delivering results - skills he brings forward as he seeks to serve the county.

The quality of our education rests on the quality of our educators. Recognizing this, I will continue raising the teacher minimum wage. I will also invest in the P-Tech Pathways program and expand its access to every student in every state. The first step is often the hardest one to take and to ensure our investments stay in the state I will fund in-state college application reimbursements. With mental health becoming a growing concern, I will also propose policy recognizing mental wellness days as an excused absence for all college students.

Invest in education

Public safety is a core function of government and as Delegate I will commit to exploring any option in securing it for our residents. Committed to working with local law enforcement, I will propose the creation of voluntary gun buyback programs to get unnecessary firearms off the streets. To continue supporting hospitals I will also introduce an Ammunition Tax to fund support services for victims and survivors of gun violence.

The conversation around data centers has grown within our counties. As leadership, I see it is imperative that we give residents all the information we can to help make an informed decision. That is why I will require all data centers to measure energy consumption and environmental impact while making efforts to offset these impacts. These reports will be made publicly available once received.

Raise data center awareness

Residents are seeing vacant storefronts take over their shopping centers and businesses are fleeing. We desperately need to make infrastructure investments. That’s why I will provide grants for our small businesses to get in and stay in those vacant storefronts. I will also secure funding to incentivize multi-purpose and recreational projects to attract businesses back to our district and provide the diversity in amenities we deserve. As traffic continues to be a growing problem in our district, I will continue to fight for the light rail we deserve in Southern Maryland.

With the one of the highest individual tax rates in the nation, we are squeezing out our families, and I will join the fight for affordability and reduce your taxes. With over 40% of our district being commuters, I will introduce a Commuter Tax Credit to fight the costs of getting to and from work. I will also support educators and health care professionals by raising the Teacher Supplies &amp; Care Giver tax credit. I will also stop the rising vehicle registration fee hikes with a registration fee increase waiting period of 2 years and get seniors a reduced rate. Fighting for affordability means fighting for every dollar to stay in our residents' pockets.
